Now is the wait of November 10, when the results of all 243 constituencies of Bihar Legislative Assembly will be in front of us. Due to the coronavirus, this time the election has become special, but because of this, the results will be delayed this time too. By now, the picture of the government was clear before lunch and the results were finalized by evening tea. The way Corona influenced the counting of votes in the US election, something similar may also appear in Bihar. Election analysts say that the end result may be one o’clock at night.

1. When will counting begin? When will the first trend come?

The counting of votes will begin at 8 am. Postal ballots will be counted first. Counting of votes from EVM will begin at 8:30 pm. The first trend can be expected by 8:45 pm.

2. How long will the results take?

This time, Corona will be seen in the results. This time 1 lakh 6 thousand 526 booths were built, while in 2015 there were 65 thousand 367 booths. EVM numbers also increased, with the number of booths increasing by around 63%. So more rounds will be held for counting of votes. This will affect the results and it may take time to declare the result.

3. Does every booth have the same EVM?

No, it is not necessary. In an EVM, only 16 candidates are named. In such a situation, if 17 candidates are also standing in an assembly, then two EVMs will have to be installed at every booth there. Similarly, an EVM can record a maximum of 2,000 votes. This time the number of voters was limited to 1,000 at each booth. Up to 1,500 votes were recorded in an EVM until the last election.

4. What is the procedure for counting votes from EVM?

EVMs are sealed after voting is over. EVMs are tested first on the counting day. It is turned on only after investigation. There is a RESULT button on the EVM itself, which remains sealed. After removing the seal, the number of votes received by each candidate is displayed as soon as the RESULT button is pressed. Election officials wait for 2 minutes after the first round is completed. If a candidate feels that there has been any wrong in the counting or there is any objection, then he can file it within these 2 minutes. The EVM is then sealed again. The objection is matched to the VVPAT. If the results of VVPAT and EVM more than 2 times differ, then the results of VVPAT are considered.

5. Is there any reason for delay in getting results?

Yes, due to Corona, the number of counting centers has also been increased this time. Generally, every district has only one counting center, but this time 55 counting centers have been created in 38 districts of Bihar. Whereas, there are 414 counting halls. Having more counting centers will also take time to produce results.

6. So when will we start getting results?

Trends will continue to be seen since morning, but the results of each assembly will be different. The official announcement of the first result is expected after 5 pm. After 5 pm, the result of many seats including Fatuha, Bihpur, Sakra, Lauria can come. After that, the process of results will start. The results will come after 12 pm on Kumhrar seat in Patna and after 1 pm on Digha. Tejashwi Yadav is fighting with Raghopur and the result of this seat will be possible only after 9 pm.

7. When will we know, whose government is being formed?

The position of the government will be clear based on the trends. The first trends on all seats will start to be found by 12 noon. The picture is expected to be clear by then. If there is a contest of thorns, then depending on the state of the assembly, the situation will be clear by two or three in the afternoon. In the previous assembly elections, the government’s position also seemed to be clear by 12 o’clock, which could not happen due to Corona this time.
